Description: This course will provide an overview of the scientificmethods of policy analysis as they are applied in the public arena. Students will be introduced to the basic concepts and processes underlying policy analysis, including defining policy problems, identifying needs, choosing relevant goals for public policy, specifying policy alternatives,
predicting impacts of policy alternatives, identifying relevant policy impacts (costs and benefits), quantifying these impacts, and developing criteria for choosing among policy alternatives. The course will also cover the processes of policy implementation, including policy adoption, delivery systems, monitoring and evaluation. The course will also examine a select number of specific policy issues in such areas as economic and budgetary policy, health care policy, welfare and social security policy, education policy, and environmental and energy policy.
